Bandit chief Zhang comes across an imposer who poses himself as the town’s new mayor Ma. Wang is a local gentry who cares about the goodwill of the townspeople. The bullets fly as a deadly battle of wit and brutality ensues, with each trying to dislodge the other from his seat of power.
